the first one will be shot in black and white and the rains will be black as ink that raining on him/her. Wide shot and slowly zooming out.
the second one is about a frustrating man killing himself with the smoke. Will be shot by focusing the tension on the rain and smoke getting bigger and eventually the man died.

Smoking is a great idea. Just be aware that this kind of performance ideas is usually from the director/actor in most case, not from a production designer.
