Being tired on a rainy night is a sad and desperate thing. So I think using a black and empty street as a background can show the emotions of the character. The man in the image is looking down and holding no umbrella. This also implies that he is very tired. Even though it is raining outside, his tiredness stops him from opening an umbrella.
