    It is largely depends on the direction of the design approach. Styles can be varied depending on the genre / period and choosing the material correctly to reflect that approach must be considered in the very early stage of designing. Same as colour scheme, and it must be carefully discussed with production designers and cinematographer. So it’s not easy to say which part is more important. These aspects are all interrelated.

    For the second question: it’s important to evaluate all aspects of how a character played out in storytelling. Sometimes we want the audience to immediately recognise a character, on a specific scene and situation, using a stronger approach might helped to achieve that. On the other hand, we might deliberately down played the character’s appearance when they first appeared, only to articulate its transformation as the story unfold.

    Costume design play a significant role to trigger audience’s impression to character, so deciding which approach to “introduce” a character is crucial and must be discussed throughly to serve the narrative and director’s vision.
