I’m not quite sure your definition of “powerful costume design”. Powerful in terms of its ability to stimulate audience’s senses with strong colours scheme / rich texture / exaggerated shapes & silhouettes? Or powerful as it captured the true essence of the character that resonate with the audience on an emotional level? Either way, it’s important to evaluate all aspects of how a character played out in storytelling when employing these methods. Sometimes we want the audience to immediately recognise a character, on a specific scene and situation, using a stronger approach might helped to achieve that. On the other hand, we might deliberately down played the character’s appearance when they first appeared, only to articulate its transformation as the story unfold.
So yes, costume design play a significant role to trigger audience’s impression to character, but we must always consider if they are “suitable” for the characters, instead of how “powerful” the designs are.
