There’s many way to convey changes of character’s mindset, costume is only part of it. A change of lighting (atmosphere) a dialogue (plot) or even a facial expression of the actor (Acting). As for the “main colour tone of frame”, it’s largely depends on the Cinematographer / Production Designer or even the Colour Editor during post-production. Different team play their part for such “changes”!
